Jubilee School

THE BRIEF

Jubilee School in Maidstone, Kent is a one form entry primary school seeking to expand to two forms.  Planning permission had been declined on a number of grounds.  Robert West, having previously provided a Transport Assessment, were subsequently requested as Expert Witness during the Planning Inspectorate hearing.

There were a number of constraints affecting the proposed school expansion – construction access/turning/parking, avoiding impact on a green field site and local residents, avoiding disruption to a recently constructed play area and safe access for pupils, staff and visitors during the construction period.

VALUE-ADDED SOLUTION

Our team enjoyed working collaboratively with other stakeholders to unlock this tricky puzzle in an environment of mutual trust and to look beyond the obvious to identify creative solutions.

Detailed analysis of highway and parking impacts, including parking surveys and analysis was undertaken.  Revisions to on-street parking arrangements and crossing points were recommended.

FINAL OUTCOMES

Our solution focused approach backed up with the detailed analysis, along with evidence from other parties, resulted in planning being granted.

Construction is currently in progress and we look forward to seeing the final result!
